 It takes a long time to startup Microsoft Outlook Express

Switching a folder or reading a message feels sluggish

You may receive the follow error messages while opening certain folders:

 MSIMN caused an invalid page fault in module Msoe.dll

550 - Relaying not allowed

Unknown error has occurred. Protocol: SMTP Port: 0 Secure: No [SSL] Error: 0x800c0131

Msimn caused an exception C0000006h in module Directdb.dll
The message could not be sent. There is not enough Disk space.

Outlook Express could not be started because Msoe.dll could not be initialised. Outlook Express may not be installed correctly.

Possible Causes

The followings are the common causes to this problem:
  1. Minor DBX file corruption
    All your emails in each folder are stored into a DBX file. Each time you startup Microsoft Outlook express, the program will attempt to read the content in these files and display your emails accordingly to which the folders they are contained in. When a corruption occurs, either due to software or human error, Outlook Express perform sluggishly or display error messages.

  2. Virus Infections
    Like most other files, DBX files may be subjected to corruption due to virus infections.

  3. Software Corruption
    Corrupted software files can prevent a program from running properly.

Of course the best way is to take precaution and prevent corruption of Outlook Express mail.

 

Resolution

You could try to repair the corrupted dbx files or eliminate the outlook express startup error. If you suspect the files are infected by virus, try to remove the virus before fixing the outlook express mail.

Recover from Microsoft Outlook Express Startup Error

Symptoms

You receive the following error messages when you launch Microsoft Outlook Express:

Outlook Express could not be started. It may not be installed correctly. Make sure that your disk is not full or that you are not out of memory. Contact Microsoft support for further assistance. (0x800c012e)

Outlook Express could not be started because Msoe.dll could not be initialised. Outlook Express may not be installed correctly.

Causes

The Outlook Express Folders.dbx is missing, corrupted or marked read-only. This file is the master index of the entire store folder and Microsoft Outlook Express cannot start without it. This can be a result of a virus infection, human or software errors which modify the content in the Folders.dbx file.

Resolution

Delete the corrupted file in the Store Folder. This allows Outlook Express to start and rebuild a new Folders.dbx by re-indexing all DBX files it finds in the Store Folder.

To do this, follow these steps:
  1. Click Start, point to Find, select Files & Folders

  2. Type in : folders.dbx and hit Enter

    When the file is located, rename the file to folder.dbx.old
  3. Outlook Express will rebuild a new folder.dbx file and the problem will be resolved
